Parcel Conversion and GIS Consulting Projects
Kinetic Solutions converted Franklin County's1210 cadastral maps, which were being maintained
using "pen and ink" on Mylar, to an ESRI geodatabase. In addition, Kinetic Solutions scanned
and georeferenced the county's 1100 aerial photographs, which are being used until the county
acquires new digital orthophotos. Franklin County, MO is located just west of St. Louis encompassing
approximately 923 square miles with 65,000 parcels.
The long-range goal for Franklin County is to implement an enterprise GIS incorporating data from multiple
departments. Kinetic Solutions began its relationship with the County through the Parcel Conversion Project.
As the project progressed, the relationship expanded to include GIS consulting and software procurement
to help them succeed in their enterprise GIS endeavor. Additionally, Kinetic Solutions designed applications
to automate repetitive tasks related to map maintenance (ie, splits, joins).

Kinetic Solutions also developed an ArcMap application
that serves as a standard map production tool for the County. This tool generates maps based on a map
grid, and also includes an index of street names. In addition, an Internet parcel map application (Personal
Property Map) was developed in ArcIMS that allows users to search parcels by
owner or APN and produces prints in various sizes and formats.
