Kinetic Solutions, LLC Completes
Parolee and Probationer Mapping System
for St. Louis Metro Police

St. Louis, MO (October 31, 2003) Kinetic Solutions has announced the
completion of their web-based Geographic Information System (GIS) for mapping
the location of parolees and probationers in the city of St. Louis and
surrounding areas, including Madison County and the City of Alton, both in
Illinois. Under a DOJ COPS grant to
the St. Louis Metro Police, the application was developed to translate and
consolidate parolee and probationer data held by several law enforcement
agencies for use by the system. The
Parolee and Probationer Mapping System (PPMS) is one of the first such data
sharing exercises between multiple law enforcement jurisdictions and government
departments in the region.
In addition to map-based location
information, the system provides a snapshot of each individual’s record and
terms of release. This law enforcement
tool allows for the analysis of data presented in the maps and conduct detailed
queries. The PPMS allows law
enforcement agencies to evaluate reported police incidents and calls for
service, and look for any correlations with the location of parolees.
The Parolee and Probationer Mapping System is an extension to the St. Louis
SafeCity™ publicly accessible crime analysis website
at http://64.218.68.50/stlouis/newslmpd.
However, the PPMS is restricted to law enforcement
and corrections personnel. The PPMS expands upon
the benefits of mapping crime data and the compilations
of agency information for parolees and probationers.
To capitalize upon the success of SafeCity™, the
Parolee and Probationer Mapping System was developed
to map crime data by type of defense, release date,
and risk assessment. Both systems are based upon
Environmental Systems Research Institute's (ESRI) ArcIMS
and ArcSDE software, Oracle and custom data integration
applications.
