Kinetic Solutions unveils
SCOUT™ Incident Command System

(June 21, 2004) Kinetic Solutions, a privately held, full-service application
development and data integration company specializing in geographic information
systems (GIS), has introduced SCOUT™ (Special Crisis Operations for Urban
Terrain), the company’s Incident Command System. SCOUT™ is an advanced tactical response support system originally
developed as an incident planning tool to aid first responders during crisis
situations.
SCOUT™ allows
tactical response commanders to efficiently visualize the exact layout of the
exterior and interior of buildings, in order to effectively deploy response
teams to minimize the harm to people and property. SCOUT™ provides a user-friendly interface that integrates the use
of aerial photography, digital floor plans of the building, wireless video, 360°
immersive iPIX photography, CAD drawings that are vector overlays containing
technical information for each building, including HVAC, plumbing, electrical
wiring, and fiber optic cabling, and an underlying intelligent database
containing detailed information on a room’s physical assets.
In May 2003,
Kinetic Solutions implemented SCOUT™ for the St. Louis Metro Police Department
(SLMPD), in preparation for potential violence at the World Agricultural Forum
(WAF) demonstration held in St. Louis.
The SLMPD used the SCOUT™ technology as an event management tool
allowing commanders to plan, monitor and assess both the pre-planning stage of
crises responses and the execution of the WAF demonstration. SCOUT™, as an event management tool,
provided the SLMPD with unprecedented information and spatial data to be able
to make effective decisions in the event of a crisis situation.
Kinetic Solutions
has also been awarded a contract by Code Consultants, Inc. (CCI), a Fire Protection Engineering and Life Safety Consulting firm, to
customize the SCOUTä
Incident Command System. SCOUT™
technology will enhance Code Consultant’s goals of providing clients with
innovative and practical business solutions, and will automate the mapping,
reporting and communication processes related to Fire Code violations within
buildings. SCOUT™ improves Code
Consultant’s ability to relay information to their clients in a rapid and
easily understood manner through the inclusion of reporting and follow-up
functions displaying the required and completed corrective action, thereby
producing considerable efficiency improvements for Code Consultants.
SCOUT™ operates on a Windows NT/2000 platform and the
system requirements include a Pentium III PC with 128 MB of RAM. The system is based on geographic
information systems software, including ESRI MapObjects, an Oracle database,
and iPIX imaging software. SCOUT™ is
licensed software and the pricing for the initial data acquisition and
photography is done on a case-by-case basis.
