Kinetic Solutions was contracted to complete the design of a citywide
GIS for the City of Highland, IL. The project included an assessment
of the GIS needs and goals of the city. Kinetic Solutions used
the GIS needs assessment to design an effective GIS solution for
the City of Highland that is easily adaptable to their future
GIS goals.

GIS Design
Kinetic Solutions worked with the city to design a phased GIS implementation plan that would respect their
fiscal constraints while providing for the logical acquisition of GIS equipment and software. Under the
guidance of Kinetic Solutions, the City of Highland is using ESRI's ArcGIS products and will be implementing
ESRI's ArcPublisher extension to distribute their GIS maps throughout the city departments via their existing
intranet. This solution provides a low cost method to distribute GIS data that meets the current budgetary
concerns while allowing the city to move forward with its GIS plans.
Pilot Project Implementation
Kinetic Solutions developed a pilot project for the city using a sample of the city's property records and wrote a
GIS design manual that will serve as a guideline for the continued development of the GIS. Kinetic Solutions is
regularly called upon to consult with the city as it works through the implementation process.
