Data Conversion for an Electronic State Map Database
As part of its parent company KBA, Kinetic Solutions developed a portion of the Statewide Integrated
Narcotics System (SINS) for the California Department of Justice.
The objective of SINS is to improve the state's effectiveness
in identifying, prosecuting and convicting narcotics offenders
- and to make the job safer and more efficient for investigators.
The project consisted of creating a customized GIS application
from large-scale county, city and street maps. Kinetic Solutions
provided base maps coupled with graphic and non-graphic attribute
data sets in a topologically structured format, which were compatible
with the GIS application. These maps included street and highway
centerlines with left and right street address ranges, political
boundaries, census data, zip code data, and shorelines and waterways.
The base maps met USGS map standards for 1:24,000 scales mapping
for urbanized areas and 1:100,000 standards for non-urbanized
areas.
Kinetic Solutions provided digitizing, data enhancement, editing,
data clean up and manual data entry for the translation component
of the project. We also developed a timesaving systematic approach
to transfer statewide road network data into complex data formats.
The completed application offered drafting and cartographic capabilities
for graphic display, view manipulation, drawing and editing, annotation,
plotting and hardcopy output. These features are used to coordinate
multi-agency investigations and arrests.
